New road tax changes to affect European road transport from 1 July 2026

From 1 July 2026, new and adjusted road taxes in the Netherlands and Flanders may affect transport costs on selected European road transport corridors.

From 1 July 2026, new and adjusted road taxes will come into effect in parts of Europe, with potential impact on transport costs across selected road transport corridors.

The Netherlands will introduce a new kilometre-based road tax for trucks above 3.5 tonnes. At the same time, Flanders in Belgium will increase its existing kilometre-based road tax with a new CO₂-based surcharge.

The changes are part of a wider development where road transport costs are increasingly linked to distance, vehicle weight and environmental performance.

What is changing?

The new Dutch road tax will apply to both domestic and foreign vehicles and will cover a large part of the road network in the Netherlands, including motorways and selected regional and municipal roads.

In Flanders, the road tax for heavy goods vehicles will be adjusted with a stronger link to the vehicle’s environmental profile.

Together, these changes mean that road transport through the Netherlands and/or Flanders may become more expensive from 1 July 2026.

What this means for customers

For customers, the changes may affect the cost of shipments moving through selected European corridors, especially where transport routes include the Netherlands and/or Flanders.

As a result, LEMAN will adjust road tax surcharges where relevant to reflect the direct costs caused by the new and amended road tax systems.
